WHAT IS REP ?

What is REP?

The construction sector generates 42 million tonnes of waste per year, the equivalent of the annual amount of waste produced by households.

In order to develop the collection and recovery of this waste generated during building deconstruction and renovation operations, law no. 2020-105 of February 10, 2020 relating to the fight against waste and the circular economy provides establishment of a new extended producer responsibility (REP) channel for construction products and materials in the building sector.

The principle of REB PMCB (Extended Responsibility of the Producer of Building Construction Products and Materials) also called REP Building is to impose on all entities responsible for the placing on the French market of building products or materials whose use generates waste, finance or organize the prevention and management of waste from their end-of-life products and materials. This makes production responsible for the entire life cycle of its products, from their design to their end of life.

Who are the marketers concerned?

- Industrial manufacturers

- Distributors selling products under their brands

- Importers of construction products or materials intended to be transferred to the contracting authority or to construction companies

What products are affected?

All products and materials manufactured with a view to being incorporated, assembled, used or installed on construction sites are concerned.

They are classified into 2 main categories:

Category 1: "inert" products and materials consisting mainly of minerals (concrete, earth, aggregate, ceramic, etc.)

Category 2: "non-inert, non-hazardous" (products based on metal, wood, glass, plastic, wool, textiles, plaster).

Construction products and materials intended for the public works sector (roads, bridges, etc.) are excluded from the REP obligation.

Who are these eco-organizations? What role do they have?

Eco-organizations are responsible for collecting eco-contributions and:

- redistribute them to local authorities or other operators who collect and sort

Or

- use them to enter into contracts with service providers who collect and process waste

4 eco-organizations have been approved by the government for the REP Building sector: Valobat, Valdelia, Ecominéro, Ecomaison.
